This is somewhat dependent on the XMPP server. Pidgin trusts the groups
from the server, so if your server does not permit the users on your
list to be re-grouped (or support grouping), you may find they keep
going back to where they were.
I've seen such behavior on OpenFire servers where a group of preset
buddies is provided to your list. Such buddies can't be moved to other
groups.
You should probably consult the server operator to see if the operation
is permitted by the server, and if not, whether a policy change is possible.
