Behaviour of ctrl+tab and ctrl+shift+tab

In most applications, these hotkeys will step to the next or previous tab
relative to the currently active tab.

In pidgin, there is a fancier version of this that will go to the next tab
with activity in it, or something like that.

Is there a way to disable this behaviour, other than editing the source
code?
