The most common cause of this is that you're behind a proxy that won't
allow the installer to download the required GTK+ runtime.

You can use the "offline" installer (available from
http://sourceforge.net/downloads/pidgin/Pidgin/2.7.0/pidgin-2.7.0-offline.exe)
which includes the GTK+ runtime in the initial download instead of
downloading it at runtime.
