pidgin on windows

Hi

I am using pidgin to connect to my gtalk on windows.But not able to make
video chat using it.
Does it provide support for gtalk on windows for a vide chat??Can i do it on
ubuntu.Does it need some specific network proxy settings?
Please help me out.
