Strictly speaking, you don't need exchndl.dll at all. That said, it's used to
build backtraces when Pidgin crashes on Windows.
To get the file, you need to follow the directions for building the installer
(on the same BuildingWinPidgin wiki page) to get the pidgin-inst-deps-20100315
tarball, which you'll then extract to get the directory.
If you don't intend to build an installer, or don't need to, you can ignore the
part about installing NSIS and the nsisunz plugin and get only the inst-deps
download.
