It does and it has for approximately forever (if not in fact actually
forever).

For protocols with named chats:
    Buddies -> Join a Chat
    Buddies -> Add a Chat
    Tools -> Room List

For protocols with unnamed chats - MSN, Google Talk (the Google Talk specific rooms):
    Right-click menu for a buddy in the buddy list -> Initiate Chat

It is possible there are some protocols that pidgin supports for which we
do not currently support multi-person chats (though I don't know of any
such protocols offhand).
