If you don't have development tools you are restricted to Windows NT
family (up to Windows 7) and certain Linux distributions, in terms of
versions on the official downloads site.
I believe there are multi-protocol instant messaging clients for
smartphones and PDAs.
A look through the list archives should throw up some examples of such
clients, as this is something of an FAQ, even if not an official one.
