How Can I enable UTF-8 on windows Pidgin?

I'm Mongolian and our country uses Cyrillic script plus 'Ө', 'ө' and 'Ү',
'ү' characters. But my 'Ө', 'ө' and 'Ү', 'ү' characters doesn't recognized.
Please see attached screenshot. Also this is same with all type of fonts
such as "Times new Roman", "Arial" etc..
