Enabling perl is a build time choice (also install time on Windows). What
you remember from the About dialog was a line indicating whether perl
support was enabled at build time/install time or not and not a switch to
toggle it on and off.

The line you are remembering is now in the Help->Build Information menu.

But if perl support is enabled correctly you will see the plugins show up
in the Plugins dialog when they are installed in the correct location (or
in the case of a plugin that cannot be loaded you will at least see some
mention of it in the Help->Debug Window output when you open the Plugins
dialog).
