Please help me about libpurple for .Net

Hi , can you help me
I want to create my program that use libpurple library by C# ,and i follwed the link http://developer.pidgin.im/viewmtn/revision/info/d67100357ff7bd33d18402600550bef7624fea1d

Do I have to have the file libpurple.dll to use this library ? But i don't know where to find it .

Can't you have any solution or other way
