Tools->Privacy gone?

I'm using pidgin 2.7.10 and for some reason I cant find the Tools menu 
anywhere, and as a result the Privacy menu is also nowhere to be 
found.   Is this a recent change and if so, how to unblock people?

PS: ive attached a screenshot of the menu as it is on my machine.
