The Group Message plugin can do some of what you want, yes. Though if you were to get it I would recommend getting it from your distribution or from the actual authors and not from some random website distributing binaries, but maybe that's just me.

Alternatively if this is something that you need to be doing often and with set groups it should be possible to have the server support this sort of thing (akin to the way email mailing lists work) and "pidgin" has always felt that that is the correct model for this sort of thing.
