Chat window doesn't pop to top

After upgrading to Windows 7 and Explorer 9, I can't figure out why my
pidgin chat window no longer pops to top when I receive a chat message.  I
frequently don't see messages from my buddies unless I happen to catch the
tray icon change color.  I tried re-installing pidgin several times and also
installed the latest 2.10.0 but no luck. I've searched the FAQ and bugs and
don't see this particular issue listed, but maybe I missed it.  Pointers?
