The Pidgin project has no official relationship with ICQ.  I feel like
the word "illegal" isn't entirely accurate in this case, since there
is no law that says Pidgin isn't allowed to access ICQ.  However,
you're right, it would seem that your usage of Pidgin does violate the
terms that you posted.
