Except where that service has an arrangement with another service, e.g. 
the current arrangement between MSN and Yahoo.  Pidgin is not aware of 
such arrangements, they are completely handled by the service.  Such 
arrangements are commercial decisions and may be withdrawn by the 
service at any time (there are actually reports that MSN will be 
completely withdrawn, next year).
