Pidgin / GChat: Not Authorized

A buddy of mine and I used to chat all the time (via GChat). Now they show
up as "Not Authorized." They claim they did not block me and I don't think
I blocked them; is there another reason our status would change to "Not
Authorized"? What exactly does that mean?
