Video resolution XMPP

Dear all,

I have been digging for a possibility to control somehow video 
resolution/quality in XMPP video calls.
Unfortunately without any success. Is it possible to control that by 
editing one of config files in .purple directory?

If not, would it be possible to do it by changing the source code? Could 
you give me any cues where I should start then?

I will appreciate any kind of help
