FiSHLiM encryption

Hi Thufir,

There's no plugin for FiSH encryption with Pidgin that I can find.

It looks like you might be able to make one, based on the .c code from the
FiSHLIM plugin code at https://git.fishlim.kodafritt.se/fishlim/tree/fish.c
