[Konstantin Kharlamov]

What you downloaded is a source code archive, I doubt you're interested 
in it ATM. Please, scroll that page a bit, and read the instruction 
that is there. It has paragraph "Windows install" which says, quoting:

C:\Program Files (x86)\Pidgin\plugins\ folder If you haven't used one 
of my other plugins before, you'll need libjson-glib-1.0.dll in your 
C:\Program Files (x86)\Pidgin\ (not plugins!) folder

(unlike my quote of the text, it also has embedded links to files to 
download).
