 Finch-devel should need pidgin-devel in the current setup because finch-
 devel depends on the libpurple headers.  If a libpurple package existed
 with a corresponding libpurple-devel, then the Pidgin and Finch packages
 would depend on those as appropriate, including the appropriate -devel
 deps.
