Comment:

 No.  We have rejected this request many times.  The menu represents the
 only way to get to many functions, and the only non-optional way to get to
 even more options.  Allowing it to be removed would create a support
 nightmare.  Experience shows that a far greater number of users would
 remove it, than would remember that they had done so.  They would then
 come and complain about how they cannot do xyz, or how there's no menu.
 It does not take up that much space, and so there is no legitimate reason
 to make it optional.

 It *certainly* is not a "major" priority item.
