 Word in #pidgin is that the offline messaging plugin doesn't take into
 account protocols that allow for offline messaging. Is this true? If so,
 that should be fixed soon, or we should consider moving the plugin back to
 the plugin pack. There's a prpl callback for determining if a protocol
 plugin supports offline messaging, which we use to grey things out in the
 Send To menu. It's conservative in that it's possible some protocols may
 support offline messaging under some circumstances, but report that they
 do not. If we want 100% coverage, the plugin would have to try sending the
 message first and queue it on failure only.
