 I was going to write a really long comment about this, then decided that
 probably no one cares anyway...

 I agree with mhuetsch that we should just symlink zh_TW to zh_HK, because
 it's unlikely that anyone from Hong Kong would step up and maintain a
 translation just for Hong Kong unless they are exposed to those "extremely
 unimportant variations".
