 zh_TW and zh_HK are mostly interchangeable. But not always.

 There are some notable differences between the two, for example in the
 cryptography-related jargon (very different but zh_TW is intelligible to
 zh_HK speakers), or in geographical names (somewhat different but usually
 mutually intelligible). During gaim's translation there have been some
 compromises made, so the current traditional Chinese translation is
 neither purely zh_TW nor is it purely zh_HK.

 When zh_HK was split from zh_HK I had thought about splitting the two
 (using zh_TW as a base and generating zh_HK just for the terms that are
 too different, not maintaining two translations), but never got around to
 doing this.

 There are some notes (written in Chinese) within the zh_TW.po file that
 explain some of the compromises made. In the meantime symlinking the two
 is good enough.
