Comment:

 I've already deleted the contents of the HACKING file and replaced it with
 a link to the Trac install. I think that's better in the long run, as
 historically we haven't kept those files up to date at all. Thank you for
 your effort, though. If you're interested in helping cleanup
 documentation, that's something we could use plenty of help with.
