 I do not really want to use this tracker for plugins & smiley themes.  I'm
 admittedly not sure what the appropriate thing to do for them is, but I
 think that using this tracker would be unnecessary confusion.  This is
 particularly so since such items do not get closed in the normal course of
 events.
