The locale problem is interesting. I use LC_COLLATE=POSIX:

LC_COLLATE=POSIX is something other than, for instance
LC_COLLATE=en_US.UTF-8:

$ diff -q -u /tmp/1 /tmp/2
Files /tmp/1 and /tmp/2 differ
$ diff -q -u /tmp/1 /tmp/3

Should we take LC_COLLATE=POSIX or something other. I would prefer POSIX
or C.
