Comment:

 It should be in a plugin, in fact I have one written for this (I wrote it
 a while ago) though I don't think it supports dragging and dropping to do
 this, it adds a right-click menu for it instead. I'll make sure it still
 compiles and either commit it or stick it up somewhere myself soon.

 These 'floating buddies' are just small toplevel windows in my plugin.
