 I've written partial IRC and XMPP implementations that I haven't gotten
 around to finishing.

 In doing this, I did notice the delimiting issues that you're talking
 about, and have been meaning to rethink purple_got_protocol_handler_uri().
 It seems like there should be some core set of parsing that still be done,
 but I also wouldn't be opposed to letting the signal handler do all the
 parsing.
