Comment:

 "Never" does mean that you won't report idle time, which is certainly the
 case in your scenario (as mentioned in the summary) - idle time is not
 reported to the server.

 The auto-away functionality is somewhat unrelated; regardless of whether
 or not you're reporting idle time, when you have been idle for the
 specified amount of time, it will kick in.  Where the "Report idle time"
 setting comes into play is configuring how to determine if you're actually
 idle - if it is set to "Never", "Keyboard and mouse Usage" will be used if
 available, otherwise "Gaim Usage".
