 What about building under Cygwin with the MinGW compiler? (Haven't tried
 it myself yet.)

 In Cygwin it is now possible to install MinGW's versions of some binaries
 (and with them make cygwin.dll undependent executables). Afaik they are
 used with a --no-cygwin flag for normal executable (at least for gcc there
 is something like that).
