Comment:

 The server appears to restrict the number of buzzes you can send within a
 certain timeframe (the native client must keep track of this too and
 disables the "Buzz" menu item).  If you send several buzzes in quick
 succession, pidgin has no idea that the server is eating them (this may or
 may not be your problem).

 All i can say is that if I wait a minute or so between buzzes, it works
 just fine.

 What does the debug log say when you send the buzz?
