#2419: New channel topic handling issues

 New pidgin version displays topic with a "readonly" control. I found
 several issues about this:

 - I cannot click on URLs.
 [[BR]]
 - If the topic is too long it gets cut and i cannot read the last part.
 There is no scroll or "hint" popup window when i leave the mouse over it.
 [[BR]]
 - I cannot use it anymore to change topic. I have to use "/topic" command.
 [[BR]]
 - It does not update properly. When i change topic I cannot see control
 update until the window redraws.


 Note that as a workaround of all of that i can use "/topic" command and
 use "text mode" topic that is also printed.
