 Agreed.  Topics containing &s or <stuff> are not properly displayed.  As a
 side affect, a person can change certain visual aspects by setting a
 channel topic like:

 </span><span size="large" background="black" color="red"><b>stuff</b>
 }}}
 (I haven't fully explored the full possibilities of messing with the
 HTML.)
