 How about only setting the WS_EX_TOOLWINDOW style when the user releases
 the mouse (in wnd_exitsizemove)?  Is seems the appbar position is only
 applied at that point anyway, so it would be consistent.  And when
 unsetting it you can just remove the style and use SetWindowPos which
 seemed to work fine before.
