 Both with and without work for me if I'm logged into trac.

 If I'm not logged into trac, both simpleticket or newticket (with or
 without trailing slash) give this error:
    FORBIDDEN
    TICKET_CREATE_SIMPLE privileges are required to perform this operation

 Is that the error you were seeing? Maybe we can get trac to re-direct to a
 login page.
