#2740: Focus on opened but unfocused buddy list, when single-clicking on the
systray icon

When the Pidgin Buddy List is opened, but does not have the focus, then
single-clicking on the systray icon should raise and give the focus to the
Buddy List, instead of minimizing it to the systray.

The reasoning is that, when the Buddy List is hidden by other windows, I
don't want to have to think about clicking either once or twice, on the
systray icon, to make the buddy list appear (twice, if it was hidden -it
will first minimize it, then restore it, raised and focuses-, but only
once, if it was in fact minimized).

After having clicked once, because I want to use the Buddy List, I
generally move my mouse cursor, and my eyes, to the expected location of
the window, without thinking about the possible need to click a second
 time on the systray icon.

The taskbar entry works as expected: if the Buddy List does not have the
focus, it will be raised and given the focus, be it minimized or not.
Then, clicking a second time will minimize it. The systray icon should
 match this behaviour.

This is a relatively low-priority usability enhancement, but it should
make things less confusing to people who use the systray icon regularly,
 to show the Buddy List.

I am using KDE 3.5.7 (on Gentoo Linux).
