 The alt codes/ASCII in windows title bars doesn't show up correctly. Weird
 ones show up with a ???.

 This could be with windows itself, and if its not fixable then I suggest
 you at least have replace function that takes the accented characters and
 converts them to their normal counterparts for the titles.

 For example: ĀāñÖç®  would equal AanOcr
