 This was my first thought to. But on the other hand, people who have
 several accounts on the same
 service may have so to separate f.ex. work and family, and maybe in this
 case it makes sense to keep
 it per account.
 On the other hand, if other protocols implement custom emoticons (or
 "emulation" of them), it
 might make more sense to keep a global list of emoticons (extending the
 standars ones per
 protocol).
