Comment:

 If you have a buddy icon set in the Account dialog then the globally set
 buddy icon will not apply for that account. Disable the 'Use this buddy
 icon for this account' setting for the account and then set the global
 icon again and see if it works. Also what protocol(s) are you seeing this
 with?
