 Communities is the set of features Friends is apart of:

 According to my research it is a UDP protocol, confirmed by the fact that
 in Wireshark while using it all I see is UDP packets. I can't find the
 features request on their Wiki, but I've been there before, and added a
 request for a doc on their protocol.

 Wikipedia also has an article on Steam:

 I suspect the reason they took down the original doc was that they
 revamped the protocol completely recently to solve a lot of their
 stability problems.
