 I found a way to reproduce this. I don't claim it's minimal, but it's not
 so cumbersome (I could post my whole configuration to save you some
 steps):

  1. Enable libnotify pop-ups on new messages, only new conv., ignore
 events from blocked users and buddy signs on; but not on buddy signs off.
  2. Use the settings in the original report for the notification plug-in.
  3. Enable hide new IM conversation when I'm out in the GUI settings.
  4. Enable the setting that makes all IM conversations go to the same
 window on different tabs.
  5. Login with account A using Pidgin. Login with account B using
 something else. (I haven't tried using the same Pidgin for both accounts).
  6. Make A be "away" by chaning to busy status.
  7. A should have a conversation window open with at least one other
 contact. Make sure A doesn't have a window open with B.
  8. Have B send A a message.
  9. Dismiss the libnotify pop-up (last time I couldn't reproduce it
 without doing  this...)
  10. Click on the "new message" icon on the contact list to open the chat
 window with the incoming message.
  11. At this point the window should have the urgent flag set, and it
 won't go away by focusing the conversation or writing in it, only when
 sending a message or closing a tab in this window.
