 From Debian bug report http://bugs.debian.org/454549:

 In the main Makefile.am on this line:
   @xsltproc doxy2devhelp.xsl doc/xml/index.xml > doc/html/pidgin.devhelp

 doxy2devhelp.xsl should be replaced by $(top_srcdir)/doxy2devhelp.xsl so
 that the file can be found when building in a different directory than the
 source.
