Comment:

 This is going to be caused by a problem with the network configuration on
 your local machine.  The connection attempt fails immediately, which means
 that it isn't getting out of your machine, unfortunately the error handing
 doesn't provide a specific error message for this.

 Do you have a software firewall or some other security program installed?
