 Yes, it seems sort of fixed with 2.3.1, only that despite "hide new IM
 conversation when I'm out" being enabled, the incoming message causes a
 new tab to open *and* the "you have a new message" icon to be set in the
 contact list besides the Help button. If I recall correctly, the tab
 shouldn't open until I click on this icon.

 This is all with MSN, for what is worth.
