 I am seeing this same issue.

 It appears to be that the DCC is not honoring the pidgin settings for
 "manually specify port range" and "IP address" in preferences because DCC
 works fine as long as the computer running Pidgin has a public IP address.
 Private IPs with port forwards do not work.
