 It'd be useful for telepathy-haze's debug output at startup to include the
 running version of libpurple as well as the version against which it was
 compiled.  However, there is no API to retrieve the current values of the
 (non-static) `purple_*_version` variables in `version.c`.  Gabriel
 suggested using `extern const guint ...` in haze for now; any objections
 to me adding proper API in 2.4?
