 I confirm this affects the current version 2.3.1 on Windows.

 Once I copied and pasted the number from a text editor ensuring it did not
 have anything "extra" before or after the buddy ID number then it allowed
 me to add it.  I had just copied it from an e-mail application (Mozilla
 Thunderbird) by double clicking the text to select the set of digits of
 the buddy ID number.
