 In that case, perhaps there is a better program.

 A quick search turned up a number of interesting looking possiblities
 (e.g. [1 http://www.eusing.com/WindowManager/WindowManager.htm], [2
 http://www.actualtools.com/windowmanager/], [3
 http://downloads.zdnet.com/download.aspx?docid=220953]) - I'm sure there
 are others too.

 I'm hesitant to change the behavior as that will likely interfere with
 other stuff that expects the current behavior.
