 When a large number of emoticons are installed, the smiley window exceeds
 the screen size. In this case, it is very difficult to move the window to
 be able to see the emoticons at the top and the bottom of the window.
 Scrollbars would be very useful in this case. I propose that these
 scrollbars should only appear when the window exceeds the screen size, so
 as not to unnecessarily clutter the window in the common case.

 While I am reporting this in pidgin on Windows, it is likely that the same
 issue will affect users on *NIX to a greater or lesser extent depending on
 their window manager.
